Do I Need a Permit for a Sauna? Structure vs Electrical, Explained
The question people actually mean when they ask about permits is whether an inspector is going to appear and make them take it down. In almost every case the answer splits in two. The structure usually does not need a permit. The electrical almost always does.

Why most barrels slip under the line
Most jurisdictions in the United States and Canada exempt accessory structures below a floor area threshold, commonly 100, 120 or 200 square feet, that sit on a non permanent foundation and contain no plumbing. A seven foot barrel is roughly 55 square feet of footprint and sits on cradles on pavers, so it clears the structural exemption almost everywhere.
Three things break that exemption quickly. Pouring a permanent slab and anchoring to it can reclassify the sauna as a permanent structure. Running water to it adds plumbing. And a cabin large enough to stand and walk around in is often past the square footage limit on its own, which is one more reason the barrel sauna vs cabin sauna decision has consequences beyond comfort.
The electrical permit is the real one
An 8 kW sauna heater is a hardwired 240 volt appliance on a dedicated 40 amp circuit. That is new branch circuit work, and new branch circuit work is permitted and inspected in essentially every jurisdiction that has an electrical code. Your electrician normally pulls it, the fee is small, and the inspection is quick.
Skipping it is the expensive mistake. An unpermitted circuit is the kind of thing that surfaces at closing when you sell the house, and it is exactly the finding an insurer will point at if there is ever a fire. Setbacks matter more than permits
Even where no permit is needed, zoning still applies. Most municipalities require accessory structures to sit a set distance from property lines and from the main dwelling, commonly three to ten feet. A homeowners association may have its own rules on top, and those are usually stricter about what the thing looks like from the street.

How to check yours in fifteen minutes
- Search your city or county name plus “accessory structure permit exemption”. Note the square footage threshold.
- Search the same source for “setback accessory structure”. Note the distances.
- Call the building department and ask one question: does a 55 square foot sauna on pavers with no plumbing require a permit here?
- Ask your electrician whether the circuit permit is included in their quote. It usually is.
- If you are in an HOA, read the architectural guidelines before you order.
